BILL NUMBER:S2571 TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to unlawful solicitation of ground transportation services on public roads and within public parking lots PURPOSE/SUMMARY OF PROVISIONS: This bill would prohibit solicitation of ground transportation services on public roads and within public parking lots. Carries a fine for each repeated offense, with the third offense carrying possible imprisonment. JUSTIFICATION: Illegally operated "dollar vans" have become a widespread problem in the metropolitan areas, creating traffic hazards and congestion in parking lots, mall entrances, sidewalks, etc. While these entrepreneurs are attempting to capitalize on the mass transit industry, they are without proper requirements to operate as livery vehicles, and are creating a nuisance in the areas where they converge. EXISTING LAW: None.
