BILL NUMBER:S2955 TITLE OF BILL: An act to amend the elder law and the social services law, in relation to provision of services at community centers for senior citizens in cities of one million or more persons SUMMARY: This bill would amend section 214 of the elder law by adding a new subdivision 8 to require senior citizen centers or community centers, that provide services to elderly persons in cities of one million or more, to provide a person on staff that is certified in adult cardiopulmonary resuscitation (CPR). This bill also amends section 370 of the social services law by adding a new subdivision 4 to require community centers, furnishing services for senior citizens in cities of one million or more, to provide a staff person certified in CPR. FISCAL IMPLICATIONS: None. EFFECTIVE DATE: This act shall take effect on the one hundred twentieth day after it shall have become a law.

KRUGER -- read twice and ordered printed, and when printed to be committed to the Committee on Aging AN ACT to amend the elder law and the social services law, in relation to provision of services at community centers for senior citizens in cities of one million or more persons THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 214 of the elder law is amended by adding a new subdivision 8 to read as follows: 8. WHENEVER COMMUNITY SERVICES ARE FURNISHED TO ELDERLY PERSONS IN COMMUNITY SETTINGS IN CITIES OF ONE MILLION OR MORE PERSONS, SUCH AS SENIOR CITIZENS CENTERS, OR COMMUNITY CENTERS SUCH CENTERS SHALL PROVIDE A PERSON OR PERSONS CERTIFIED IN ADULT CARDIOPULMONARY RESUSCITATION IN SUCH NUMBERS AS SHALL BE DETERMINED BY THE DIRECTOR AS SUFFICIENT TO COVER THE AREA WITHIN THE SENIOR CENTER AND THOSE SENIORS PARTICIPATING IN SAID AREA. FOR THE PURPOSES OF THIS SUBDIVISION, A PERSON IS CERTI- FIED IN ADULT CARDIOPULMONARY RESUSCITATION IF HE OR SHE HAS SUCCESSFUL- LY COMPLETED SUCH COURSE CONDUCTED BY THE AMERICAN RED CROSS OR THE AMERICAN HEART ASSOCIATION AND OTHERWISE MEETS SUCH REQUIREMENTS AS MAY BE ESTABLISHED BY THE DIRECTOR, WHICH MAY INCLUDE, BUT NOT BE LIMITED TO, CONTINUING EDUCATION OR TRAINING TO MAINTAIN CERTIFICATION IN ADULT CARDIOPULMONARY RESUSCITATION. S 2. Section 370 of the social services law is amended by adding a new subdivision 4 to read as follows: 4. COMMUNITY CENTERS FURNISHING SERVICES FOR SENIOR CITIZENS UNDER THIS TITLE IN CITIES OF ONE MILLION OR MORE PERSONS, SHALL PROVIDE A PERSON OR PERSONS CERTIFIED IN ADULT CARDIOPULMONARY RESUSCITATION IN SUCH NUMBERS AS SHALL BE DETERMINED BY THE COMMISSIONER OF THE OFFICE OF CHILDREN AND FAMILY SERVICES AS SUFFICIENT TO COVER THE AREA WITHIN THE SENIOR CENTER AND THOSE SENIORS PARTICIPATING IN SAID AREA. FOR THE PURPOSES OF THIS SUBDIVISION, A PERSON IS CERTIFIED IN ADULT CARDIOPUL- EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD07121-01-1
