Introduced  by  Sens. DeFRANCISCO, LARKIN, RANZENHOFER -- read twice and
  ordered printed, and when printed to be committed to the Committee  on
  Higher Education

AN ACT in relation to providing for an internet-based college within the
  city  university  of New York system; and to authorize the trustees of
  the city university of  New  York  to  establish  CUNY  internet-based
  community college

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. (a) The board of trustees of the  city  university  of  New
York  is  hereby authorized and directed to immediately take all actions
to create and establish within the city university system,  and  subject
to  the jurisdiction of such board of trustees, an internet-based commu-
nity college available solely online.
  (b) The board of trustees of the city university  of  New  York  shall
select  the  location  of the administration for such college within the
city of New York and provide for  such  college  to  be  an  accessible,
affordable, competitive community college of the city university.
  (c)  The  purpose  of  this  internet-based  college shall be to offer
certificate and degree programs in an exclusively online  format  at  an
affordable price.
  (d)  The  board  of  trustees of the city university of New York shall
conduct all duties required under article 8 of the  education  law  upon
the  establishment  of  the  city  university of New York internet-based
community college, establish a  master  plan,  establish  standards  and
promulgate  any necessary rules and regulations for the establishment of
such college.
  S 2. This act shall take effect immediately.
