BILL NUMBER:S3317

TITLE OF BILL:
An act
to amend the agriculture and markets law, in relation to establishing a
toll-free hotline to report animal fighting

PURPOSE:
To establish a toll-free hotline that can be used by individuals to
report instances of animal fighting.

SUMMARY OF PROVISIONS:
Section 1 -- Adds a section 351-a to the Agriculture and Markets Law
directing the Division of Criminal Justice Services Commissioner to
establish a toll-free hotline that can be used to report instances of
animal fighting.
Information obtained from use of the hotline will be shared with the
appropriate law enforcement authority and the society for the
Prevention of Cruelty to Animals.

Section 2 -- Effective date.

JUSTIFICATION:
As we have seen with the recent case of celebrated National Football
League quarterback Michael Vick, animal fighting is a serious problem
affecting communities throughout the nation. Animal fighting is a
disgusting activity, and our state officials must do their part to
eliminate it from the Empire State.

This legislation establishes a toll-free hotline, to be operated by
the Division of Criminal Justice Services, that will allow citizens
to anonymously report instances of animal fighting. This hotline make
it easier for authorities to receive information on this illegal
activity, which is often shielded from public view. If enacted into
law, this legislation will greatly enhance New York State's efforts
to eliminate this very disturbing and disgusting activity.

LEGISLATIVE HISTORY:
S.1508/A.1376 (2009-2010)
S.6663-B/A.10445-B (2008)

FISCAL IMPLICATIONS:
Undetermined.

EFFECTIVE DATE:
90 days after it shall have became a law.
