AN ACT to amend the social services law, in relation to a state  managed
  medical assistance demonstration project

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The social services law is amended by adding a new  section
364-n to read as follows:
  S   364-N.   MANAGED  MEDICAL  ASSISTANCE  DEMONSTRATION  PROJECT.  1.
NOTWITHSTANDING ANY PROVISION OF LAW TO THE CONTRARY,  THERE  IS  HEREBY
CREATED  A  DEMONSTRATION  PROJECT  WITHIN  THE  DEPARTMENT OF HEALTH TO
ASSESS MEDICAL ASSISTANCE METHODOLOGIES AND DELIVERY METHODS IN CONJUNC-
TION WITH THE PROVISION OF MEDICAL ASSISTANCE. AS  PART  OF  THE  DEMON-
STRATION  PROJECT,  A SELECTED LOCAL DISTRICT SHALL TRANSFER ALL INTAKE,
MANAGEMENT AND RELATED SERVICES FOR PERSONS IN NEED OF SUCH CARE TO  THE
DEPARTMENT OF HEALTH.
  2. THE DEPARTMENT OF HEALTH MAY APPROVE UP TO THREE LOCAL DISTRICTS AS
A PART OF THE DEMONSTRATION PROJECT.
  3.  THE  DEPARTMENT  OF  HEALTH SHALL RECEIVE ALL FUNDS THAT OTHERWISE
WOULD HAVE BEEN PAID TO THE LOCAL DISTRICT FROM THE STATE FOR  SERVICING
AND  MANAGEMENT FUNCTIONS TO REIMBURSE THE DEPARTMENT'S COSTS IN PROVID-
ING SUCH SERVICES, AS WELL AS ALL FUNDS PROVIDED BY THE FEDERAL  GOVERN-
MENT  FOR  SUCH  MANAGEMENT  AND  SERVICES AND SHALL PAY ONE HUNDRED PER
CENTUM OF THE NON-FEDERAL SHARE OF ANY PAYMENTS MADE FOR THOSE SERVICES.
  4. THE DEMONSTRATION PROJECT SHALL BEGIN  APRIL  FIRST,  TWO  THOUSAND
TWELVE, OR AS SOON THEREAFTER AS A LOCAL DISTRICT SHALL HAVE APPLIED AND
BEEN APPROVED AND END MARCH THIRTY-FIRST, TWO THOUSAND FIFTEEN.
  5.  ON  OR  BEFORE  DECEMBER  THIRTY-FIRST, TWO THOUSAND FOURTEEN, THE
COMMISSIONER OF HEALTH SHALL SUBMIT TO THE GOVERNOR, THE TEMPORARY PRES-
IDENT OF THE SENATE AND THE SPEAKER OF THE ASSEMBLY, A REPORT AS TO  THE
