BILL NUMBER:S5718 TITLE OF BILL: An act to amend the social services law, in relation to public-private partnerships to support at-risk children; and providing for the repeal of such provisions upon expiration thereof PURPOSE: This legislation creates a pilot program that creates an incentive for private donors to invest in evidence based programs that address the critical need's of the state's most vulnerable children. The pilot would leverage the strong alliance Monroe County has built with it's private business and philanthropic community to integrate public dollars with private donations to invest in programs to support at-risk children and families. The program will test the effectiveness of public incentives to raise significant private money for innovative, evidence based programs that ultimately save taxpayer money through programs, provided on a community basis for the purpose of preventing child abuse and neglect, averting family crisis and later foster care placements preventing delinquency or promoting positive youth development.
