BILL NUMBER:S7369 TITLE OF BILL: An act in relation to authorizing certain individuals to take the competitive civil service examination and be placed on the eligible list for appointment as a part-time police officer for the town of Elmira, county of Chemung SUMMARY OF PROVISIONS: This legislation authorizes the State of New York to allow Cory Ripley, of the Town of Horseheads in Chemung County, and Mr. Patrick Dotts of the Town of Elmira in Chemung County, exemption from the age requirements of Civil Service Law Section 58. JUSTIFICATION: The Civil Service Law requires that a full-time competitive police officer be no less than twenty years, and no more than thirty-five years of age. This limits the ability of small municipalities such as Elmira to locate and hire the best part-time police officers available. Mr. Ripley (Horseheads) and Mr. Dotts (Elmira) are police Academy graduates who are currently serving as a part-time police officers in the Elmira town Department and would qualify as a top-tier candidate for the available position if the age restriction did not disqualify them.

O'MARA -- read twice and ordered printed, and when printed to be committed to the Committee on Local Government AN ACT in relation to authorizing certain individuals to take the competitive civil service examination and be placed on the eligible list for appointment as a part-time police officer for the town of Elmira, county of Chemung THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Notwithstanding the provisions of section 58 of the civil service law, or any other law to the contrary, Cory Ripley and Patrick Dotts, who have been continuously employed by the town of Elmira, county of Chemung, as part-time patrolmen, shall be eligible to take the competitive civil service examination for the position of police officer and shall, contingent upon each individual score on such examination, be individually eligible to be placed on the eligible list for appointment as a part-time patrolman for the town of Elmira. S 2. Corey Ripley and Patrick Dotts shall otherwise be subject to the merit and fitness provisions of the civil service law applicable to part-time police officers. S 3.
