TITLE OF BILL:
An act
to authorize Michael Wilson to take the competitive civil service
examination and be placed on the eligible list for appointment as a
full-time police officer for the village of Goshen, county of Orange

PURPOSE:
Allows Michael Wilson to take the competitive civil service
examination for full-time police officer.

SUMMARY OF PROVISIONS:
Section 1 Notwithstanding the provisions of section 58 of the Civil
Service law, or any other law to the contrary, Michael Wilson, who
has been continuously employed by the village of Goshen as a
part-time patrolman, shall be eligible to take the competitive civil
service examination for the position of police officer and based on
his score, placed on the eligible list for appointment as a full-time
patrolman for the village of Goshen.

Section 2 Michael Wilson shall otherwise be subject to the merit and
fitness provisions of the civil service law applicable to full-time
police officers.

JUSTIFICATION:
Section 58 of the New York State Civil Service Law prohibits an
individual over the age of 35 from taking the competitive civil
service examination for the position of police officer. Michael
Wilson is currently a part-time police officer for the Village of
Goshen Police Department.
Officer Wilson is fully trained and is physically able to perform his
job duties as a police officer.
This legislation is necessary to allow Michael Wilson to take the
competitive civil service examination for the position of police
officer and to be placed on the eligible list for appointment as a
full-time patrolman notwithstanding Section 58 of the Civil Service
Law.

EFFECTIVE DATE:

AN ACT to authorize Michael Wilson to take the competitive civil service
  examination and be placed on the eligible list for  appointment  as  a
  full-time police officer for the village of Goshen, county of Orange

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Notwithstanding the provisions of section 58 of  the  civil
service  law,  or any other law to the contrary, Michael Wilson, who has
been continuously employed by the village of Goshen, in  the  county  of
Orange,  as a part-time patrolman, shall be eligible to take the compet-
itive civil service examination for the position of police  officer  and
shall,  contingent upon his score on such examination, be eligible to be
placed on the eligible list for appointment as a full-time patrolman for
the village of Goshen.
  S 2. Michael Wilson shall  otherwise  be  subject  to  the  merit  and
fitness  provisions  of  the  civil  service law applicable to full-time
police officers.
  S 3. This act shall take effect immediately.
