ENGLEBRIGHT -- read once and referred to the Committee on Education AN ACT to amend the education law, in relation to mandatory training for members of boards of education THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The education law is amended by adding a new section 1527-a to read as follows: S 1527-A. INITIAL AND ONGOING TRAINING FOR MEMBERS OF BOARDS OF EDUCA- TION AND BOARDS OF COOPERATIVE EDUCATIONAL SERVICES. 1. THE COMMISSION- ER SHALL DIRECT ALL BOARDS OF EDUCATION AND BOARDS OF COOPERATIVE EDUCA- TIONAL SERVICES TO ADOPT AND IMPLEMENT AND MAINTAIN RECORDS FOR PUBLIC INSPECTION ON A PROGRAM FOR THE INITIAL AND ONGOING TRAINING OF NEWLY ELECTED AND INCUMBENT BOARD MEMBERS. SUCH INITIAL AND ONGOING TRAINING WHICH SHALL BE FOR A MINIMUM OF TWELVE HOURS ANNUALLY SHALL INCLUDE, BUT NOT BE LIMITED TO: (A) BOARD OPERATIONS; (B) BOARD SKILLS AND SERVICE; (C) BUDGET AND FINANCE; (D) CURRICULUM DEVELOPMENT AND EDUCATIONAL THEORY AND POLICY; (E) DISTRICT OPERATIONS; (F) THE SITING, ERECTION, PURCHASE, REPAIR, ENLARGEMENT AND REMODELING OF SCHOOL BUILDINGS WHICH MEET THE REQUIREMENTS OF HEALTHY AND HIGH PERFORMANCE SCHOOLS; (G) LEGAL AND EMPLOYEE RELATIONS; AND (H) ROLES AND RESPONSIBILITIES OF COMPONENT BOARD MEMBERS WITH BOARDS OF COOPERATIVE EDUCATIONAL SERVICES. 2. FOR THE PURPOSES OF THIS SECTION, "HEALTHY AND HIGH PERFORMANCE SCHOOLS" SHALL MEAN SCHOOL FACILITIES IN WHICH THE DESIGN, CONSTRUCTION, OPERATION AND MAINTENANCE MAKE USE OF ENERGY EFFICIENT AND AFFORDABLE PRACTICES AND MATERIALS; ARE COST EFFECTIVE; ENHANCE INDOOR AIR QUALITY; EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
