MORELLE -- read once and referred to the Commit- tee on Economic Development AN ACT creating a temporary state commission on remanufacturing; making an appropriation therefor; and providing for the repeal of such provisions upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Legislative findings and intent. The legislature finds that New York state's remanufacturing industry, which is composed of a wide array of businesses, many of which are small businesses, is a vital sector of the economy, employing thousands of people while diverting thousands of tons of waste from entering our landfills. Remanufactured products are the highest form of recycling, and are supplied from our largest growth sector, small businesses. Based on these findings the legislature finds and declares that the state should actively seek to enhance the remanufacturing industry and increase awareness of the bene- fits of remanufactured products. S 2. A temporary state commission, to be known as the temporary state commission on remanufacturing, hereinafter referred to as the commis- sion, is hereby created to develop programs and policies for the purposes of enhancing and fostering the introduction, expansion, and growth of the remanufacturing industry in New York state, and remanufac- turing efforts among state agencies. S 3. The commission shall consist of 12 members to be appointed as follows: one member representing the office of general services; one member representing the New York state solid waste management board; two members to be appointed by the governor; two members to be appointed by the temporary president of the senate; two members to be appointed by the speaker of the assembly; one member to be appointed by the minority leader of the senate; one member to be appointed by the minority leader of the assembly; one member shall be the president of the New York state EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
