Directs the commissioner of the department of motor vehicles to issue renewal notices to residents issued a driver's license, learner's permit and identification card; provides notice that the county clerk retains 12.7 percent of the fee if such renewal is processed by the county.

AN  ACT to amend the vehicle and traffic law, in relation to the renewal
  of driver's licenses, learner's permits and identification cards

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Section  503 of the vehicle and traffic law is amended by
adding a new subdivision 5 to read as follows:
  5. NOTICE TO RENEW. THE COMMISSIONER SHALL  MAIL  RENEWAL  NOTICES  TO
RESIDENTS  ISSUED A DRIVER'S LICENSE OR A LEARNER'S PERMIT FORTY-FIVE TO
SIXTY DAYS BEFORE SUCH DRIVER'S LICENSE  OR  LEARNER'S  PERMIT  EXPIRES.
THE  RENEWAL  NOTICE SHALL DETAIL THE METHODS AVAILABLE FOR RENEWAL, THE
ADDRESS OF THE NEAREST DEPARTMENT OF MOTOR VEHICLES  OFFICE,  AND  SHALL
STATE "PURSUANT TO SUBDIVISION 3 OF SECTION 205 OF THE VEHICLE AND TRAF-
FIC LAW, THE COUNTY CLERK SHALL RETAIN 12.7 PERCENT OF RENEWAL FEES IF A
RENEWAL  IS  PROCESSED  BY  A DEPARTMENT OF MOTOR VEHICLES BRANCH OFFICE
OPERATED BY THE COUNTY. THESE FUNDS MAY BE USED TO PROVIDE VITAL  COUNTY
SERVICES AND/OR REDUCE COUNTY PROPERTY TAXES."
  S 2. Section 491 of the vehicle and traffic law is amended by adding a
new subdivision 3 to read as follows:
  3.  NOTICE  TO  RENEW.  THE COMMISSIONER SHALL MAIL RENEWAL NOTICES TO
RESIDENTS ISSUED AN IDENTIFICATION CARD FORTY-FIVE TO SIXTY DAYS  BEFORE
SUCH  IDENTIFICATION  CARD  EXPIRES. THE RENEWAL NOTICE SHALL DETAIL THE
METHODS AVAILABLE FOR RENEWAL, THE ADDRESS OF THE NEAREST DEPARTMENT  OF
MOTOR  VEHICLES  OFFICE,  AND  SHALL STATE "PURSUANT TO SUBDIVISION 3 OF
SECTION 205 OF THE VEHICLE AND  TRAFFIC  LAW,  THE  COUNTY  CLERK  SHALL
RETAIN  12.7  PERCENT  OF  RENEWAL  FEES  IF A RENEWAL IS PROCESSED BY A
DEPARTMENT OF MOTOR VEHICLES  BRANCH  OFFICE  OPERATED  BY  THE  COUNTY.

  S 3. This act shall take effect immediately.
