AN  ACT  to  amend the agriculture and markets law, in relation to main-
  taining copies of purchase invoices and  labeling  of  all  commercial
  feed products for ten years

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 134 of the agriculture and markets law, as added by
chapter 816 of the laws of 1974, is amended to read as follows:
  S 134. Records and reports. 1.  Every  distributor,  manufacturer  and
transporter  of  a  commercial  feed  in  this state shall maintain such
records and submit such reports to the commissioner as the  commissioner
may  require  pertaining  to the origin, manufacture, movement, storage,
distribution or other disposition of commercial feed. Such records shall
be open to inspection by the commissioner or his OR HER authorized agent
at any reasonable time.
  2. EVERY PERSON OR CONTRACT FEEDER HAVING  CUSTODY  OR  POSSESSION  OF
COMMERCIAL  FEED  OR  CUSTOMER-FORMULA FEED IN THIS STATE FOR THE USE OF
FEEDING ALL BOVINE ANIMALS SHALL MAINTAIN COPIES  OF  PURCHASE  INVOICES
AND  LABELING  OF  SUCH  FEED  AS RECORDS AND SUBMIT SUCH REPORTS TO THE
COMMISSIONER, AS THE COMMISSIONER MAY REQUIRE, PERTAINING TO THE ORIGIN,
MANUFACTURE, MOVEMENT, STORAGE, DISTRIBUTION  OR  OTHER  DISPOSITION  OF
COMMERCIAL  FEED  OR  CUSTOMER-FORMULA FEED. SUCH RECORDS SHALL BE MAIN-
TAINED FOR A MINIMUM OF TEN YEARS AND SHALL BE OPEN TO INSPECTION BY THE
COMMISSIONER OR HIS OR HER AUTHORIZED AGENT AT ANY REASONABLE TIME.
  S 2. This act shall take effect immediately.
