AN  ACT to amend the state finance law, in relation to requiring that an
  agreement on the fiscal  plan  between  the  assembly  and  senate  be
  completed on or before March twenty-third annually

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 23 of the state finance law is amended by adding  a
new subdivision 7 to read as follows:
  7.  AN  AGREEMENT ON A FISCAL PLAN.  (A) AN AGREEMENT ON A FISCAL PLAN
BETWEEN THE SENATE AND ASSEMBLY SHALL BE COMPLETED ON  OR  BEFORE  MARCH
TWENTY-THIRD ANNUALLY.
  (B)  THE  TERM  "FISCAL  PLAN"  SHALL  MEAN  RECEIPTS  BY CATEGORY AND
PROPOSED SPENDING BY CATEGORY, WHICH MAY INCLUDE, BUT NEED NOT BE LIMIT-
ED TO, TRANSPORTATION, MENTAL HYGIENE,  PUBLIC  PROTECTION,  ENVIRONMENT
AND RECREATION, EDUCATION, HOUSING AND ECONOMIC DEVELOPMENT, AND GENERAL
GOVERNMENT.
  S 2. This act shall take effect immediately.
