S T A T E O F N E W Y O R K ________________________________________________________________________ 5227 2011-2012 Regular Sessions I N A S S E M B L Y February 14, 2011 ___________ Introduced by M. of A. GALEF -- read once and referred to the Committee on Governmental Operations AN ACT to amend the legislative law, in relation to limiting the number of bills, with exemptions, which may be introduced by members of the senate and assembly, and providing for the repeal of such provisions upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The legislative law is amended by adding a new section 52-a to read as follows: S 52-A. LIMITATION ON THE INTRODUCTION OF BILLS. DURING THE COURSE OF OR WITH RESPECT TO EACH TERM FOR WHICH HE OR SHE MAY HAVE BEEN ELECTED, NO MEMBER OF THE SENATE OR THE ASSEMBLY MAY INTRODUCE MORE THAN ONE HUNDRED BILLS. THE FOLLOWING BILLS SHALL BE EXCLUDED FROM THE COMPUTA- TION OF THE MAXIMUM NUMBER OF BILLS PERMITTED TO BE INTRODUCED PURSUANT TO THE PROVISIONS OF THIS SECTION: 1. ANY BILL WHICH REPEALS OR HAS THE EFFECT OF REPEALING ANY PROVISION OF LAW, RULE OR REGULATION; 2. ANY BILL WHICH DIMINISHES, REDUCES, ELIMINATES OR DISCONTINUES ANY PROGRAM, SERVICE OR EXPENDITURE OF A LOCAL GOVERNMENT AS REQUIRED OR MANDATED BY ANY PROVISION OF LAW; 3. ANY BILL WHICH IS PROPOSED AT THE REQUEST BY MEMORIALIZATION OF A CONSTITUENT COUNTY, CITY, OR LOCAL GOVERNMENT, PURSUANT TO SUBDIVISION (B) OF SECTION TWO OF ARTICLE NINE OF THE CONSTITUTION; AND 4. ANY BILL WHICH PROPOSES TECHNICAL, NON-SUBSTANTIVE AMENDMENT TO OR CORRECTION OF AN EXISTING PROVISION OF LAW. S 2. This act shall take effect January 1, 2013 and shall apply to legislative terms commencing after such date, and shall expire December 31, 2016 when upon such date the provisions of this act shall be deemed repealed.
