AN ACT to amend the general city law, in relation to  the  reporting  of
  energy consumption and production

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The general city law is amended by  adding  a  new  section
18-e to read as follows:
  S 18-E. REPORTING OF ENERGY CONSUMPTION AND PRODUCTION IN CITY BUDGET.
1.  THE  MAYOR  OR  OTHER  OFFICER  CHARGED  WITH THE PREPARATION OF THE
PRELIMINARY OR TENTATIVE BUDGET SHALL ANNUALLY INCLUDE A REPORT ON ENER-
GY CONSUMPTION AND EXPENSES FOR THE FOUR PREVIOUS FISCAL YEARS,  PROJEC-
TIONS  FOR  THE UPCOMING FISCAL YEAR, AND THE PROJECTIONS FOR THE SUBSE-
QUENT FOUR FISCAL YEARS. THE REPORT SHALL INCLUDE FOR EACH FISCAL  YEAR,
BUT NOT BE LIMITED TO, THE FOLLOWING INFORMATION:
  A.  THE  TOTAL  NUMBER  OF CITY-OWNED BUILDINGS AND FACILITIES AND THE
TOTAL SQUARE FOOTAGE FOR SUCH BUILDINGS AND FACILITIES;
  B. THE TOTAL ANNUAL ENERGY CONSUMPTION, LISTED BY ENERGY  SOURCE,  FOR
ALL CITY-OWNED BUILDINGS AND FACILITIES;
  C. THE TOTAL ANNUAL ENERGY COST CALCULATED PER SQUARE FOOT, AND LISTED
BY ENERGY SOURCE, FOR ALL CITY-OWNED BUILDINGS AND FACILITIES;
  D.  THE TOTAL ANNUAL COST FOR FUEL USED BY CITY-OWNED VEHICLES, LISTED
BY FUEL TYPE AND THE AVERAGE MILEAGE EFFICIENCY OF  CITY-OWNED  VEHICLES
BY VEHICLE CLASS;
  E.  TO  THE GREATEST EXTENT POSSIBLE, A BREAKDOWN BY PERCENTAGE OF THE
TOTAL RENEWABLE ENERGY USED BY ALL CITY-OWNED BUILDINGS AND FACILITIES;
