AN  ACT  to  amend the education law, in relation to authorizing Cornell
  university to enter into memoranda of understanding with  state  agen-
  cies to provide services and technical assistance

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 5704 of the education law is  amended  to  read  as
follows:
  S 5704. Trustees  shall make reports; university subject to visitation
of regents; SERVICES FOR STATE  AGENCIES.    1.  The  trustees  of  said
university shall make all the reports and perform such other acts as may
be  necessary to conform to the act of congress, entitled "An act donat-
ing public lands to the several states and territories which may provide
colleges for the  benefit  of  agriculture  and  the  mechanic  arts,  "
approved  July  second, eighteen hundred sixty-two.  The said university
shall be subject to visitation of the regents of the university.
  2. NOTWITHSTANDING ANY OTHER PROVISION OF LAW TO THE CONTRARY, CORNELL
UNIVERSITY AS THE LAND GRANT UNIVERSITY OF NEW YORK STATE UNDER THE  ACT
OF  CONGRESS OF JULY SECOND, EIGHTEEN HUNDRED SIXTY-TWO IS AUTHORIZED TO
ENTER INTO MEMORANDA  OF  UNDERSTANDING  WITH  STATE  AGENCIES  FOR  THE
PURPOSE  OF  PROVIDING  SERVICES AND TECHNICAL ASSISTANCE RELATED TO ITS
LAND GRANT MISSION.
  S 2. This act shall take effect immediately.
