AN  ACT  to  amend  the  mental hygiene law, in relation to defining the
  scope of responsibilities of the office of  alcoholism  and  substance
  abuse services regarding recovery services for veterans

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 19.07 of the  mental  hygiene  law  is  amended  by
adding a new subdivision (i) to read as follows:
  (I)  THE OFFICE OF ALCOHOLISM AND SUBSTANCE ABUSE SERVICES SHALL PERI-
ODICALLY, IN CONSULTATION WITH THE STATE DIRECTOR OF VETERANS'  AFFAIRS,
(1)  REVIEW THE PROGRAMS OPERATED BY THE OFFICE TO ENSURE THAT THE NEEDS
OF THE STATE'S VETERANS WHO ARE RECOVERING FROM ALCOHOL AND/OR SUBSTANCE
ABUSE ARE BEING MET AND TO DEVELOP IMPROVEMENTS TO PROGRAMS TO MEET SUCH
NEEDS, AND (2) REVIEW, MONITOR, AND IMPROVE  PROGRAMS  OPERATED  BY  THE
DIVISION  OF  VETERANS'  AFFAIRS  OR  THE  OFFICE  OF MENTAL HEALTH THAT
PROVIDE TREATMENT, REHABILITATION, AND RELAPSE PREVENTION  AND  RECOVERY
SERVICES  TO VETERANS WHO HAVE SERVED IN A COMBAT THEATER OR COMBAT ZONE
OF OPERATIONS.
  S 2. This act shall take effect on the one hundred eightieth day after
it shall have become a law; provided, however, that effective immediate-
ly, the addition, amendment and/or repeal  of  any  rule  or  regulation
necessary  for  the implementation of this act on its effective date are
authorized and directed to be made  and  completed  on  or  before  such
effective date.
