AN  ACT  to  amend  the  environmental  conservation law, in relation to
  requiring all new outdoor lighting to be solid-state lighting

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  The environmental conservation law is amended by adding a
new article 20 to read as follows:
                               ARTICLE 20
                      SOLID-STATE OUTDOOR LIGHTING
SECTION 20-0101. DEFINITIONS.
        20-0103. SOLID-STATE OUTDOOR LIGHTING REQUIRED.
S 20-0101. DEFINITIONS.
  WHEN USED IN THIS ARTICLE:
  1. "LAMP" MEANS THE COMPONENT OF A LUMINAIRE THAT  PRODUCES  LIGHT;  A
LIGHT BULB.
  2.  "LIGHT  EMITTING  DIODE" OR "LED" IS A SEMI-CONDUCTING DEVICE THAT
PRODUCES LIGHT WHEN AN ELECTRICAL CURRENT FLOWS THROUGH IT.
  3. "LUMINAIRE" MEANS A COMPLETE LIGHTING UNIT,  INCLUDING  A  LAMP  OR
LAMPS TOGETHER WITH THE PARTS DESIGNED TO DISTRIBUTE THE LIGHT, TO POSI-
TION  AND  PROTECT  THE  LAMPS,  AND  TO  CONNECT THE LAMPS TO THE POWER
SUPPLY; A LIGHT FIXTURE.
  4. "ORGANIC LIGHT-EMITTING DIODES" OR "OLEDS" ARE LEDS BASED ON ORGAN-
IC MATERIALS.
  5. "SOLID-STATE LIGHTING" MEANS LAMPS THAT ARE  EITHER  LIGHT-EMITTING
DIODES OR ORGANIC LIGHT EMITTING DIODES. SUCH LAMPS SHALL:
  (A)  HAVE  MINIMUM  OPERATING TEMPERATURES BETWEEN MINUS FORTY DEGREES
CELSIUS AND FORTY-FIVE DEGREES CELSIUS;
  (B) HAVE OPERATING VOLTAGES OF ONE HUNDRED TWENTY TO TWO HUNDRED THIR-
TY VOLTS AC/DC;
  (C) BE DIMMABLE WITH NO COLOR SHIFT (>200DEG K);
