AN ACT in relation to requiring a study and report on methods to modern-
  ize  the  communication practices of state, county and local veterans'
  service agencies and other not-for-profit veterans'  organizations  in
  the  state; and providing for the repeal of such provisions upon expi-
  ration thereof

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. 1.  The executive director of the New York state foundation
for  science, technology and innovation, in consultation with the direc-
tor of the division of  veterans'  affairs,  shall  study  and  issue  a
comprehensive report on methods to modernize the communication practices
of state, county and local veterans' service agencies and other not-for-
profit veterans' organizations in the state.
  2.  Such  study  and report carried out pursuant to this section shall
address the methods which are available and/or which can be developed in
order to facilitate communication between state, county and local veter-
ans' agencies or other not-for-profit veterans' organizations and  young
veterans.
  3.  Such  study and report shall address, but shall not be limited to,
the following:
  (a) information regarding the development of a cell phone  application
to  address  the  goals  set  forth  in subdivision two of this section,
including the feasibility and the anticipated effectiveness thereof;
  (b) information regarding the development of a social network  website
to  address  the  goals  set  forth  in subdivision two of this section,
including the feasibility and the anticipated effectiveness thereof;
  (c) information regarding the utilization of existing  social  network
websites  to  address  the  goals  set  forth in subdivision two of this
section, including the feasibility  and  the  anticipated  effectiveness
thereof;
