AN  ACT  to  amend  the labor law, in relation to establishing the state
  internship database

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The labor law is amended by adding a new section 44 to read
as follows:
  S  44. STATE INTERNSHIP DATABASE. 1. FOR PURPOSES OF THIS SECTION, THE
FOLLOWING TERMS SHALL HAVE THE FOLLOWING MEANINGS:
  (A) "INTERNSHIP" MEANS ANY OFFICIAL OR FORMAL PROGRAM TO PROVIDE PRAC-
TICAL EXPERIENCE FOR BEGINNERS IN AN OCCUPATION OR PROFESSION.   INTERN-
SHIPS ARE PAID OR UNPAID POSITIONS.
  (B)  "OPPORTUNITY"  MEANS  A JOB LISTING, VACANCY LISTING OR ANY OTHER
NOTICE THAT WOULD INDICATE THE AVAILABILITY OF AN INTERNSHIP.
  (C) "STATE ENTITY" MEANS ANY UNIT OF STATE GOVERNMENT, INCLUDING,  BUT
NOT LIMITED TO, ANY AGENCY, BOARD, BUREAU, COMMISSION, DEPARTMENT, DIVI-
SION,  INSTITUTION, OFFICE, STATE PUBLIC AUTHORITY, STATE TASK FORCE, OR
OTHER BODY, OR PARTS THEREOF, AND THE LEGISLATIVE AND JUDICIAL  BRANCHES
OF STATE GOVERNMENT.
  2. THE COMMISSIONER SHALL ESTABLISH AND MAINTAIN A DATABASE OF INTERN-
SHIP  OPPORTUNITIES. SUCH A DATABASE SHALL INCLUDE ALL INTERNSHIP OPPOR-
TUNITIES OFFERED BY STATE ENTITIES. IN ADDITION, THE COMMISSIONER  SHALL
ACCEPT  SUBMISSION  OF  INTERNSHIP OPPORTUNITIES FROM LOCAL OR MUNICIPAL
GOVERNMENTS WITHIN THE STATE AND, AS THE COMMISSIONER MAY DEEM APPROPRI-
ATE, FROM PRIVATE EMPLOYERS.
  3. ALL STATE ENTITIES MUST INFORM THE  DEPARTMENT  OF  ALL  INTERNSHIP
OPPORTUNITIES  AS  THEY ARISE. THE COMMISSIONER SHALL ESTABLISH A PROPER
MECHANISM FOR SUCH ENTITIES TO INFORM THE DEPARTMENT  OF  SUCH  OPPORTU-
NITIES.
  4.  THE  COMMISSIONER  SHALL MAINTAIN THE DATABASE ON THE DEPARTMENT'S
WEBSITE, WHICH DATABASE SHALL BE SEARCHABLE BY  EDUCATION  REQUIREMENTS,
REGION AND OTHER CATEGORIES WHICH THE COMMISSIONER MAY DEEM APPROPRIATE.
  5.  THE  COMMISSIONER  SHALL  UPDATE  THE  DATABASE REGULARLY AND UPON
SUBMISSION OF EACH OPPORTUNITY.
  S 2. This act shall take effect immediately.
