AN ACT to amend the executive law, in relation to creating a database of
  technical and financial assistance programs

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1.  The executive law is amended by adding a new section 209-u
to read as follows:
  S 209-U. DATABASE OF TECHNICAL AND FINANCIAL ASSISTANCE. 1. THE OFFICE
SHALL CREATE AND MAINTAIN A REGISTRY  OF  STATE,  FEDERAL,  PRIVATE  AND
NON-PROFIT  TECHNICAL  AND FINANCIAL PROGRAMS AVAILABLE TO THE POLITICAL
SUBDIVISIONS OF THE STATE.
  2. THE OFFICE SHALL MAINTAIN THE FORMAT AND CONTENT OF  SUCH  REGISTRY
ON  A COMPUTERIZED DATABASE, WHICH SHALL BE UPDATED AT LEAST MONTHLY AND
SHALL PROVIDE A METHOD FOR WHICH REGISTRY INFORMATION MAY  BE  DELIVERED
TO  THE OFFICE ELECTRONICALLY. THE OFFICE SHALL PROVIDE PUBLIC ACCESS TO
SUCH COMPUTERIZED DATABASE IN A MANNER THAT ALLOWS INDIVIDUALS TO SEARCH
THE REGISTRY BY NAME, DATE OR TYPE OF ASSISTANCE.
  3. THE PROGRAMS LISTED SHALL BE DIVIDED INTO FINANCIAL  AND  TECHNICAL
ASSISTANCE  AND  FURTHER DIVIDED INTO PROGRAMS AVAILABLE TO RURAL AREAS,
THOSE AVAILABLE TO URBAN AREAS AND THOSE OF GENERAL APPLICATION.
  4. EACH PROGRAM LISTED SHALL CONTAIN IDENTIFYING INFORMATION INCLUDING
A PROGRAM DESCRIPTION, THE TYPE OF ASSISTANCE OFFERED, INSTRUCTIONS  FOR
APPLICATION  TO  SUCH  PROGRAM,  THE  DEADLINE FOR SUCH APPLICATION, THE
NAME, ADDRESS AND PHONE NUMBER OF A CONTACT  PERSON  AT  SUCH  STATE  OR
FEDERAL  AGENCY  OR  PRIVATE  FOUNDATION,  AND  IN THE CASE OF FINANCIAL
ASSISTANCE THE AMOUNT OF SUCH ASSISTANCE AVAILABLE  AND  THE  SOURCE  OF
FUNDS.
  5. THE DATABASE CREATED BY THIS SECTION SHALL ALSO MAINTAIN A DIRECTO-
RY OF STATE AND FEDERAL AGENCIES, AS WELL AS THE NAME, ADDRESS AND PHONE
NUMBER OF A CONTACT PERSON AT EACH SUCH AGENCY.
  6.  THE  DATABASE  CREATED  BY THIS SECTION SHALL ALSO MAINTAIN CENSUS
DATA FROM THE MOST RECENT UNITED STATES CENSUS.
