AN  ACT  to  amend  the  administrative code of the city of New York, in
  relation to terminal leave

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. The administrative code of the city of New York is amended
by adding a new section 14-154 to read as follows:
  S 14-154 TERMINAL LEAVE. NOTWITHSTANDING THE PROVISIONS OF ANY  GENER-
AL,  SPECIAL  OR LOCAL LAW, CODE, RESOLUTION OR CHARTER TO THE CONTRARY,
MEMBERS OF THE NEW YORK CITY POLICE FORCE SHALL BE AFFORDED  THE  OPTION
OF  TAKING A MONETARY PAYMENT OF UP TO FIFTY PERCENT OF ACCRUED TERMINAL
LEAVE AT THE RATE APPLICABLE ON THE DATE OF RETIREMENT.  FURTHERMORE, ON
REACHING THEIR TWENTIETH ANNIVERSARY,  MEMBERS  OF  THE  NEW  YORK  CITY
POLICE  DEPARTMENT  WILL  HAVE  THE OPTION OF UTILIZING ACCRUED TERMINAL
LEAVE AS TIME OWED MEMBER.
  S 2. The administrative code of the city of New  York  is  amended  by
adding a new section 15-129 to read as follows:
  S  15-129 TERMINAL LEAVE. NOTWITHSTANDING THE PROVISIONS OF ANY GENER-
