AN ACT to amend the New York city charter, in relation to the disclosure
  of personal interests of members of community boards

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Paragraph  17 of subdivision d of section 2800 of the New
York city charter, as added by vote of the people of  the  city  of  New
York  at  the  general election of 1975 and as renumbered by vote of the
people of the city of New York at  the  general  election  of  1989,  is
amended to read as follows:
  (17)    Exercise  the  initial review of applications and proposals of
public agencies  and  private  entities  for  the  use,  development  or
improvement  of  land  located  in the community district, including the
conduct of a public hearing and the preparation and  submission  to  the
city  planning  commission  of  a  written recommendation; ANY COMMUNITY
BOARD MEMBER WHO APPEARS BEFORE A CITY AGENCY ON BEHALF OF A CLIENT  AND
SUCH  MATTER  MUST  ALSO  COME  BEFORE  THE  COMMUNITY BOARD ON WHICH HE
SERVES, SUCH MEMBER SHALL DISCLOSE HIS INTEREST TO THE BOARD BEFORE  THE
MATTER COMES BEFORE SUCH BOARD;
  S  2.  This  act  shall take effect on the sixtieth day after it shall
have become a law.
