Requires operators of ambulances to complete safety training course to be designed by the commissioner of motor vehicles to promote increased awareness of dangers associated with operation of emergency vehicles and reinforce basic knowledge of rules of the road; provides for a fine of not less than two hundred fifty dollars nor more than one thousand dollars.

AN ACT to amend the vehicle and traffic law and the state  finance  law,
  in  relation to requiring ambulance drivers to complete special safety
  training courses

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Title 5 of the vehicle and traffic law is amended by adding
a new article 21-D to read as follows:
                              ARTICLE 21-D
               SPECIAL REQUIREMENTS FOR AMBULANCE DRIVERS

SECTION 560. SPECIAL REQUIREMENTS FOR AMBULANCE DRIVERS.
        561. PENALTIES.
  S  560.  SPECIAL REQUIREMENTS FOR AMBULANCE DRIVERS. 1. IN ADDITION TO
ANY OTHER REQUIREMENTS FOR LICENSURE UNDER THIS TITLE EVERY OPERATOR  OF
AN  AMBULANCE  SHALL BE REQUIRED TO COMPLETE AN EMERGENCY VEHICLE OPERA-
TORS SAFETY COURSE TO BE DESIGNED BY THE COMMISSIONER PURSUANT  TO  THIS
SECTION.  ON  AND  AFTER  THE  EFFECTIVE DATE OF THIS SECTION, NO PERSON
SHALL BE PERMITTED TO OPERATE AN AMBULANCE WITHOUT PROOF OF SATISFACTORY
COMPLETION OF SUCH COURSE. NO MUNICIPAL CORPORATION, PRIVATE CORPORATION
OR OTHER ENTITY WHICH OWNS OR LEASES AN AMBULANCE TO  PROVIDE  EMERGENCY
MEDICAL SERVICE SHALL PERMIT SUCH AMBULANCE TO BE OPERATED BY ANY PERSON
WHO HAS NOT COMPLETED A SAFETY COURSE AS REQUIRED BY THIS SECTION.
  2.  FOR  THE  PURPOSES OF THIS SECTION THE TERM "AMBULANCE" SHALL MEAN
ANY MOTOR VEHICLE USED TO PROVIDE EMERGENCY MEDICAL SERVICE AS SUCH TERM
IS DEFINED IN SECTION THREE THOUSAND  ONE  OF  THE  PUBLIC  HEALTH  LAW,
WHETHER  OWNED  BY  THE  STATE,  A MUNICIPAL CORPORATION OR BY A PRIVATE
ENTITY.
  3. THE COMMISSIONER SHALL DESIGN AN EMERGENCY VEHICLE OPERATORS SAFETY
COURSE TO PROVIDE ADDITIONAL SAFETY TRAINING FOR AMBULANCE DRIVERS. SUCH
