  when printed to be committed to the Committee on Education

AN ACT in relation to legalizing, validating, ratifying  and  confirming
  actions  of  the  Scarsdale union free school district with respect to
  the establishment of a reserve fund in connection with its self funded
  health care plan

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Notwithstanding any provision of law, rule or regulation to
the contrary, all the acts done and proceedings heretofore had and taken
or  caused  to  be  had  and  taken  by  the Scarsdale union free school
district and by all its officers or agents relating to or in  connection
with  the  establishment  of  a reserve fund in connection with its self
funded health care plan, and all  acts  incidental  thereto  are  hereby
legalized,   validated,  ratified  and  confirmed,  notwithstanding  any
specific statutory authority, and  provided  further  that  any  amounts
deposited  in  such  fund  or  expenditures made out of such fund by the
Scarsdale union free school district shall be  deemed  legalized,  vali-
dated, ratified and confirmed.
  S  2.  The  Scarsdale union free school district may make expenditures
from the fund for officers' and employees' self-insurance of health care
benefits and claims of such officers or  employees  including,  but  not
limited  to  direct  cash  reimbursement  to  officers and employees for
health care expenses.
  S 3. This act shall take effect immediately.
