BILL NUMBER:S5989 TITLE OF BILL: An act to amend the civil service law, in relation to civil service credits for step children of and children raised and financially supported by firefighters, police officers, emergency medical technicians and paramedics killed in the line of duty PURPOSE: To provide "legacy credits" to step children and children not legally adopted, but raised and financially supported by a parent who dies in the line of duty. Legacy credits are points which can be used on civil service tests when the job applicant is the child of a first responder killed in the line of duty. SUMMARY OF PROVISIONS: Amends Subdivision 1 of section 85-a of the civil service law by adding a new paragraph c to add this new class of children of emergency responders to be eligible for legacy credits. JUSTIFICATION: This legislation seeks to extend the benefit of legacy credits to the children of emergency responders killed in the line of duty that may not be biological or legally adopted children. In many cases, these first responders have "raised" these children, including providing for them financially for many years, and acted as their parent in every sense of the word. As a tribute to the heroism of these first responders and appreciation to their families' sacrifice, these legacy credits should be extended to these children.

ADDABBO -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the civil service law, in relation to civil service credits for step children of and children raised and financially supported by firefighters, police officers, emergency medical techni- cians and paramedics killed in the line of duty THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 1 of section 85-a of the civil service law is amended by adding a new paragraph (c) to read as follows: (C) FOR PURPOSES OF THIS SECTION, THE TERM "CHILD" SHALL INCLUDE A STEP CHILD OF OR A CHILD RAISED AND FINANCIALLY SUPPORTED BY SUCH FIRE- FIGHTER, POLICE OFFICER, EMERGENCY MEDICAL TECHNICIAN OR PARAMEDIC KILLED IN THE LINE OF DUTY.
