TITLE OF BILL: An act to require the office of the mayor of a city
with a population of one million or more to produce an annual report
listing all compacts, memoranda of understanding or other agreements
pertaining to any additional police services and their associated
cost, to nullify certain contracts entered into by or on behalf of the
New York city housing authority and to require certain reports by the
New York city housing authority to the legislature
PURPOSE OR GENERAL IDEA OF THE BILL:
This bill would require transparency on "additional policing" provided
to private businesses by NYPD and require NYCHA to relieve itself from
its obligations under the 1994 MOU which has led to NYCHA being
charged over $70 million a year for "additional police services."
SUMMARY OF SPECIFIC PROVISIONS:
Section One states that in cities with a population of one million or
more, the office of the mayor is required to produce a report listing
any compacts that re ongoing or have been entered into within the
preceding 24 months to provide additional police services.
Section Two renders any compact entered into between January 1, 1994
and January 1, 1996 between the New York City housing authority and

AN ACT to require the office of the mayor of a city with a population of
one million or more to produce an annual report listing all compacts,
memoranda of understanding or other agreements pertaining to any addi-
tional police services and their associated cost, to nullify certain
contracts entered into by or on behalf of the New York city housing
authority and to require certain reports by the New York city housing
authority to the legislature
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. In cities with a population of one million or more, the
office of the mayor shall produce a report no later than the first of
April each year listing any compacts that are ongoing or have been
entered into within the preceding 24 months to provide additional police
services. The annual report shall include any policies and procedures
that regulate additional police services, a summary of all additional
police services provided, and the revenue received for any additional
police services.
S 2. Any compact entered into between January 1, 1994 and January 1,
1996 between the New York City housing authority and the New York City
police department or the office of the mayor on behalf of the New York
City police department shall be deemed nullified by this section. If the
New York City housing authority is unable to nullify any such compact,
the New York City housing authority must report back to the legislature
in writing within 120 days after the effective date of this act on how
it is bound and for how long, what efforts it has undertaken to be
relieved of its obligations, and a plan to negotiate relief from its
obligations. In such case, the New York City housing authority shall
make an ongoing good faith effort to relieve itself from the obligations
of such compact and is required to report to the legislature in writing
