AN ACT to amend the vehicle and traffic law, in relation to suspension
and revocation information on the driving record of a person licensed
to drive a motor vehicle
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. The vehicle and traffic law is amended by adding a new
section 510-d to read as follows:
S 510-D. SUSPENSION AND REVOCATION INFORMATION ON DRIVING RECORD. 1.
WHENEVER A SUSPENSION, REVOCATION OR EXPIRATION OF A LICENSE TO DRIVE A
MOTOR VEHICLE OR MOTORCYCLE OCCURS, THE DEPARTMENT SHALL ENTER THE
SUSPENSION, REVOCATION OR EXPIRATION ORDER ON THE LICENSEE'S DRIVING
RECORD WITHIN TWENTY DAYS AFTER RECEIPT OF SUCH INFORMATION. ANY INQUIRY
INTO THE LICENSEE'S DRIVING RECORD AFTER THE TWENTY DAY PERIOD SHALL
REVEAL THAT THE LICENSE IS SUSPENDED, REVOKED OR EXPIRED.
2. THE DEPARTMENT SHALL WORK WITH LOCAL LAW ENFORCEMENT AGENCIES TO
FACILITATE A UNIFORM MEANS FOR SUCH AGENCIES TO GAIN IMMEDIATE ELECTRON-
IC ACCESS TO A LICENSEE'S DRIVING RECORD AND PARTICULARLY ACCESS TO
INFORMATION REGARDING A LICENSEE'S DRIVING RECORD AS ENTERED ON SUCH
RECORD PURSUANT TO SUBDIVISION ONE OF THIS SECTION.
S 2. The commissioner of the department of motor vehicles shall submit
a report to the governor, the temporary president of the senate and the
speaker of the assembly on or before January first, two thousand four-
teen, summarizing the existing means utilized by law enforcement agen-
cies to access information regarding the suspension, revocation or expi-
ration of a license to drive a motor vehicle or motorcycle, along with
recommendations for more efficient methods therefor.
S 3. This act shall take effect immediately.
