AN  ACT  to amend the environmental conservation law, in relation to the
  issuance of deer management permits for certain disabled veterans
  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:
  Section  1.  Paragraph  b  of  subdivision 1 of section 11-0913 of the
environmental conservation law, as amended by section 46 of  part  F  of
chapter 82 of the laws of 2002, is amended to read as follows:
  b.  In  the issuance of permits, the department may give preference to
resident license holders and may give preference  to  disabled  veterans
having  40  percent or greater disability WHO SHALL ONLY HAVE TO PROVIDE
PROOF OF SERVICE-RELATED DISABILITY ONE TIME AND EVERY YEAR  THEREAFTER,
SHALL  PROVIDE  PROOF  OF  AN EXPIRED PERMIT, and to the applications of
groups which include a person or the spouse of a person,  provided  that
such  spouse  lives in the same household, who owns at least 50 acres of
land in one parcel in the specified area.
  S 2. This act shall take effect on the sixtieth  day  after  it  shall
have  become  a  law; provided, however, that effective immediately, the
addition, amendment and/or repeal of any rule  or  regulation  necessary
for  the implementation of this act on its effective date are authorized
and directed to be made and completed on or before such effective date.
