AN  ACT  to amend the education law, in relation to crediting of student
  progress in licensed trade or registered business schools

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. Paragraph f of subdivision 4 of section 5002 of the educa-
tion law, as amended by chapter 381 of the laws of 2012, is  amended  to
read as follows:
  f.  Notwithstanding any other provision of the law, a [not-for-profit]
LICENSED TRADE OR licensed career school, [that is eligible for  partic-
ipation in the tuition assistance program and which has national accred-
itation]  ACCREDITED  BY  AN ACCREDITING AGENCY RECOGNIZED BY THE UNITED
STATES DEPARTMENT OF EDUCATION, may[, for the purpose of calculation  of
federal financial aid amounts only,] measure students' academic progress
in  an  approved  curriculum  in non-degree granting credit hours, based
upon [a national] SUCH accrediting agency's conversion and  approval  of
clock  hours to non-degree credit hours. [For the purposes of this para-
graph, "national accreditation" shall mean accreditation by  a  national
accrediting  agency  as  defined in the commissioner's regulations.] THE
SCHOOL'S CATALOG AND ENROLLMENT AGREEMENT SHALL STATE THAT  THE  NON-DE-
GREE  GRANTING CREDIT HOURS DO NOT LEAD TO ANY DEGREE AND ARE NOT EQUIV-
ALENT TO A CREDIT HOUR OFFERED AT A  DEGREE  GRANTING  INSTITUTION.  THE
SCHOOL'S CATALOG WILL LIST THE LENGTH OF EACH COURSE IN BOTH CLOCK HOURS
AND THE CORRESPONDING AMOUNT OF NON-DEGREE GRANTING CREDIT HOURS.
  S 2. This act shall take effect immediately.
