AN  ACT  to  amend the vehicle and traffic law, in relation to requiring
  verbal warnings to be issued  prior  to  the  issuance  of  a  parking
  violation

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The vehicle and traffic law is  amended  by  adding  a  new
section 1202-a to read as follows:
  S 1202-A. VERBAL WARNING PRIOR TO PARKING VIOLATION. NO MOTOR VEHICLE,
OCCUPIED  BY  ONE  OR  MORE PERSONS, SHALL BE ISSUED A PARKING VIOLATION
UNLESS A VERBAL WARNING HAS FIRST BEEN ISSUED BY A MEMBER OF THE  POLICE
DEPARTMENT,  FIRE  DEPARTMENT,  THE  DEPARTMENT OF TRANSPORTATION OR ANY
OTHER OFFICER OR ENTITY DESIGNATED WITH  THE  AUTHORITY  TO  ISSUE  SUCH
VIOLATIONS.
  S  2.  This  act  shall take effect on the sixtieth day after it shall
have become a law.
