AN ACT to amend the education law, in relation to boards of  cooperative
  educational services

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 1950 of the education law is amended  by  adding  a
new subdivision 8-d to read as follows:
  8-D.  NOTWITHSTANDING  ANY  OTHER PROVISIONS OF LAW TO THE CONTRARY, A
SCHOOL DISTRICT IN A CITY HAVING A POPULATION IN EXCESS OF  ONE  HUNDRED
NINETY  THOUSAND INHABITANTS BUT LESS THAN TWO HUNDRED THOUSAND INHABIT-
ANTS AND  WHICH  CONTRACTS  WITH  A  BOARD  OF  COOPERATIVE  EDUCATIONAL
SERVICES  OF THE SUPERVISORY DISTRICTS SERVING ITS GEOGRAPHICAL AREA FOR
PROGRAMS AND SERVICES SHALL NOT BE LIABLE FOR PAYMENT OF  ADMINISTRATIVE
EXPENSES  AS  PROVIDED  FOR  IN  PARAGRAPH B OF SUBDIVISION FOUR OF THIS
SECTION OR ANY OTHER SECTION OF LAW REGARDING THE CONTRACTUAL  PROVISION
OF SUCH PROGRAMS AND SERVICES.
  S 2. This act shall take effect July 1, 2013.
