AN ACT to amend the education law, in relation to the establishment of a
  New York state SRO incentive grants fund

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The education law is amended by adding a new section 816 to
read as follows:
  S  816. NEW YORK STATE STUDENT RESOURCE OFFICER INCENTIVE GRANTS FUND.
BY JANUARY FIRST, TWO THOUSAND FOURTEEN, THE DEPARTMENT OF EDUCATION  IN
CONJUNCTION  WITH  THE  COMPTROLLER'S OFFICE SHALL DEVELOP AND SUBMIT TO
THE LEGISLATURE AND GOVERNOR A PLAN FOR ESTABLISHING A  NEW  YORK  STATE
SCHOOL  RESOURCE  OFFICER  (SRO) INCENTIVE GRANT PROGRAM. THE PURPOSE OF
THIS PROGRAM IS TO ESTABLISH NEW SRO PROGRAMS AND  CONTINUE  TO  SUPPORT
SRO  PROGRAMS IN NEW YORK'S SCHOOLS. SUBJECT TO APPROPRIATIONS THEREFOR,
AND CRITERIA ESTABLISHED BY THE DEPARTMENT, IN THE  STATE  FISCAL  YEARS
COMMENCING  IN  TWO  THOUSAND  FIFTEEN, THE STATE SHALL BEGIN TO PROVIDE
GRANTS TO SUPPORT SRO PROGRAMS TO SCHOOL DISTRICTS, SUBJECT TO  APPLICA-
TION.
  S  2.  This  act shall take effect immediately, provided, however that
the commissioner of education shall have the authority to promulgate any
rules or regulations necessary for the implementation of this act.
