AN ACT establishing the task force in arts in the classroom

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. There is hereby established a task force  on  arts  in  the
classroom  to investigate and advise the governor and the legislature on
the current curriculum relating to the arts  and  what,  if  any,  steps
should  be  taken  to  alter  such  curriculum. Such investigation shall
include the impact of art on academic and social performance.
  The task force shall consist of fourteen members and shall include the
following: three representatives from the board of regents; the director
of the New York state council on the arts or his or  her  designee;  one
representative  from  New York state united teachers; one representative
from the united federation of teachers; one representative from each  of
the following school districts: Buffalo, New York City, Rochester, Syra-
cuse and Yonkers; one member appointed by the temporary president of the
senate;  one  member  appointed  by  the speaker of the assembly and one
member appointed by the governor. Such appointees shall have  experience
in various facets of education and/or behavioral sciences.
  Members  of  the  task  force  shall receive no compensation for their
service as members.  Members of the task force representing state  agen-
cies,  departments,  authorities  or  councils  shall be compensated for
their actual and necessary expenses by warrant of  the  comptroller  and
voucher  of  their  department, agency, authority or council. Members of
the task force not representing a state department, agency, authority or
council shall, under the warrant of the comptroller and voucher  of  the
commissioner,  or  his duly designated agent, be allowed their necessary
and actual expenses incurred in the performance of duty.
  The task force may request and shall  receive  from  any  subdivision,
department,  board, bureau, commission, office, agency, or other instru-
mentality of the state,  or  any  political  subdivision  thereof,  such
facilities,  assistance and data as it deems necessary and desirable for
the proper execution of its functions hereunder.
  The task force shall report their findings and make recommendations to
the governor and legislature no later than June 1, 2015.
  S 2. This act shall take effect immediately.

AN ACT to establish a task force on arts and music education in  elemen-
  tary  and  secondary  schools;  and  providing  for the repeal of such
  provisions upon expiration thereof

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. A task force on arts and music education in elementary and
secondary schools is hereby established  to  examine,  evaluate,  accept
public  comment  and make recommendations concerning the adequacy of the
current state curriculum for arts and music education for elementary and
secondary schools in the state, and the sufficiency of time  devoted  to
the instruction and performance of music and the arts during each school
day.  The  task force may make such recommendations, as it deems fit, to
revise and alter the curriculum for arts and music education  to  better
promote  the  arts and music in elementary and secondary schools, and to
increase the time devoted to providing instruction and education  there-
in.  Such task force shall identify, with particular care, those impacts
that arts and music education have on enhancing pupil academic  perform-
ance and improving pupil social interaction among their fellow pupils.
  S  2.  The  task  force shall consist of 11 members to be appointed as
follows:
  (a) one member appointed by the board of regents;
  (b) one member appointed by the council on the arts;
  (c) one member appointed by the New York State  School  Music  Associ-
ation;
  (d)  one  member  appointed by the New York State Art Teachers Associ-
ation;
  (e) one member appointed by the New York State School  Boards  Associ-
ation;
