AN ACT to amend the election law, in relation to  restricting  transfers
  of campaign funds between candidates

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The election law is amended by adding a new section  14-115
to read as follows:
  S  14-115. TRANSFERS OF CAMPAIGN FUNDS RESTRICTED.  1.(A) NO POLITICAL
COMMITTEE AUTHORIZED BY A CANDIDATE, OR ANY OFFICER, MEMBER OR AGENT  OF
SUCH  A COMMITTEE, MAY TRANSFER MORE THAN FIVE HUNDRED DOLLARS PER ANNUM
FROM FUNDS OWNED OR CONTROLLED BY SUCH COMMITTEE TO ANY OTHER  CANDIDATE
OR  POLITICAL  COMMITTEE  AUTHORIZED  BY  ANOTHER CANDIDATE, NOR SHALL A
CANDIDATE OR POLITICAL COMMITTEE AUTHORIZED BY A CANDIDATE, OR ANY OFFI-
CER, MEMBER OR AGENT OF SUCH A CANDIDATE OR  COMMITTEE,  ACCEPT  SUCH  A
TRANSFER.
  (B)  NO POLITICAL COMMITTEE AUTHORIZED BY A CANDIDATE, OR ANY OFFICER,
MEMBER OR AGENT OF SUCH A COMMITTEE, MAY TRANSFER MORE THAN ONE THOUSAND
DOLLARS PER ANNUM FROM FUNDS OWNED OR CONTROLLED BY  SUCH  COMMITTEE  TO
ANY PARTY COMMITTEE OR CONSTITUTED COMMITTEE.
  2.  ANY PERSON WHO VIOLATES THIS SECTION SHALL BE SUBJECT TO A FINE OF
AT LEAST ONE THOUSAND DOLLARS BUT NOT TO EXCEED FIVE THOUSAND DOLLARS.
  S 2. This act shall take effect on the first of January next  succeed-
ing the date on which it shall have become a law.
