AN ACT in relation to requiring state agencies to issue a report to the
civil service department and the legislature regarding an analysis of
the feasibility of alternative work schedules within such departments
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. The head of every department and agency within the state
shall, on or before the first day of each March next succeeding the date
on which this act shall have taken effect, issue or cause to be issued
to the speaker of the assembly, the temporary president of the senate
and the commissioner of civil service a report detailing the feasibility
of programs permitting alternative work schedules and flexible work
hours within such department or agency. Such report shall present an
analysis of how programs for alternative work schedules and flexible
work hours for employees could be implemented in such department or
agency including, but not limited to, how many positions could be incor-
porated into such programs and the advantages and disadvantages of such
programs. However, no plan regarding alternative work schedules or flex-
ible work hours shall be implemented and cannot be enforced with regard
to employees represented by a bargaining unit unless and until such plan
is implemented through a collective bargaining agreement.
S 2. This act shall take effect immediately.
