AN ACT to prohibit municipalities from issuing government identification
  cards to illegal aliens

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. Notwithstanding any law, rule or regulation to the contra-
ry, no municipalities, including any  county,  city,  town  or  village,
shall issue any form of government identification card to any person who
is not legally present in the United States.
  S 2. This act shall take effect immediately.
