AN ACT to amend the legislative law, in relation to voting procedures

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The legislative law is amended by adding a new section 54-b
to read as follows:
  S 54-B. VOTING PROCEDURES. 1. THE SENATE AND THE ASSEMBLY SHALL EACH:
  (A) ENACT INTO LAW NO LESS THAN ONE-SIXTH OF THE TOTAL BILLS ORIGINAT-
ING IN EACH RESPECTIVE HOUSE DURING THE COURSE OF A LEGISLATIVE SESSION;
AND
  (B) VOTE ON ONE-SIXTH OF THE TOTAL BILLS HAVING BEEN INTRODUCED AT THE
BEGINNING OF A LEGISLATIVE SESSION EACH MONTH OF SUCH SESSION.
  2. ALL BILLS THE LEGISLATURE MAY CONSIDER, WITH THE EXCEPTION OF BUDG-
ETARY  BILLS,  SHALL  BE INTRODUCED AT THE BEGINNING OF EACH LEGISLATIVE
SESSION.
  3. THE PROVISIONS OF THIS SECTION SHALL  NOT  APPLY  TO  EXTRAORDINARY
SESSIONS OF THE LEGISLATURE.
  S  2. This act shall take effect on the first of January next succeed-
ing the date on which it shall have become a law.
