AN  ACT to amend the public housing law, in relation to payments in lieu
  of taxes

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. Section 402 of the public housing law is amended by adding
a new subdivision 5-b to read as follows:
  5-B. THE NEW YORK CITY HOUSING AUTHORITY SHALL NOT  MAKE  PAYMENTS  IN
LIEU  OF  TAXES,  AS  DEFINED  IN SUBDIVISION SEVENTEEN OF SECTION EIGHT
HUNDRED FIFTY-FOUR OF THE GENERAL MUNICIPAL LAW,  TO  THE  CITY  OF  NEW
YORK.  ANY  PROVISION  OF  ANY AGREEMENT, CONTRACT, MEMORANDUM OF UNDER-
STANDING, OR OTHER ARRANGEMENT  BY  WHICH  THE  NEW  YORK  CITY  HOUSING
AUTHORITY  AGREES OR IS REQUIRED TO MAKE PAYMENTS IN LIEU OF TAXES SHALL
BE NULL AND VOID; PROVIDED THAT THIS SUBDIVISION  SHALL  NOT  AFFECT  OR
IMPAIR  THE  EFFECTIVENESS  OR  ENFORCEABILITY OF ANY OTHER PROVISION OF
SUCH AGREEMENT, CONTRACT, MEMORANDUM OF UNDERSTANDING, OR OTHER ARRANGE-
MENT.
  S 2. This act shall take effect immediately.
