AN ACT to amend subpart F of part C of chapter 97 of the laws  of  2011,
  amending the general municipal law relating to accounts of officers to
  be examined, in relation to the effectiveness thereof

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 25 of subpart F of part C of chapter 97 of the laws
of 2011, amending the general municipal  law  relating  to  accounts  of
officers to be examined, is amended to read as follows:
  S  25.    The  comptroller  shall review the effectiveness of allowing
school districts to use a risk-based or sampling methodology  to  deter-
mine  which  claims  are  to  be  audited in lieu of auditing all claims
including whether  this  practice  maintains  adequate  school  district
fiscal  accountability  and  any  recommendations  for  improvements  or
modifications that should be made and whether school districts should be
authorized to continue such practice. Such report shall be issued to the
governor and the legislature by January 15, [2014] 2017.
  S 2. Section 26 of subpart F of part C of chapter 97 of  the  laws  of
2011,  amending  the general municipal law relating to accounts of offi-
cers to be examined, as amended by section 21-a of part A of chapter  56
of the laws of 2014, is amended to read as follows:
  S  26.  This act shall take effect immediately provided, however, that
the provisions of section three of this act shall expire June  30,  2019
when  upon  such  date  the  provisions  of such section shall be deemed
repealed; provided, further that the provisions of sections eight, elev-
en, twelve, thirteen and twenty of this act shall expire July 1,  [2014]
2017 when upon such date the provisions of such sections shall be deemed
repealed.
  S 3. This act shall take effect immediately.
