Provides that the Long Island Rail Road and every public transportation authority in a city with a population of one million or more receiving operating assistance shall adopt rules and regulations providing that use of any of its facilities transporting passengers be free of charge for persons who display an authorization shield and identification card evidencing that they are correction officers of the city of New York department of correction and are performing their official duties or are on their way to or from performing their official duties.

BILL NUMBER:S1897 TITLE OF BILL: An act to amend the transportation law, in relation to providing fares free of charge to certain correction officers on passen- ger transportation facilities operated by certain public transportation authorities PURPOSE OR GENERAL IDEA OF BILL: To allow New York city correction officers to ride public transportation at no charge in cities with a population of one million or more. SUMMARY OF SPECIFIC PROVISIONS: Adds a new section 135-a to Transporta- tion Law to allow New York City correction officers to ride public transportation including the Long Island Rail Road and all others within the city of New York at no charge. JUSTIFICATION: While crime has dropped in NYC, the number of crimes in the subway has not dropped as it has above ground. By offering a "free ride" to the correction officers in NYC, we are encouraging these offi- cers to ride the transit systems, knowing that police officers can't be everywhere. So having officers with corrections training would more than offset the costs involved by having these officers nearby in case of an emergency. This legislation would encourage a greater number of officers to ride our cities' buses and subways thereby enhancing security and ultimately deterring crime.

The transportation law is amended by adding a new section 135-a to read as follows: S 135-A. FREE USE OF PASSENGER TRANSPORTATION FACILITIES OPERATED BY CERTAIN PUBLIC TRANSPORTATION AUTHORITIES. THE LONG ISLAND RAIL ROAD AND EVERY PUBLIC TRANSPORTATION AUTHORITY LOCATED IN A CITY WITH A POPU- LATION OF ONE MILLION OR MORE RECEIVING OPERATING ASSISTANCE PURSUANT TO SECTION EIGHTEEN-B OF THIS CHAPTER SHALL, NOT LATER THAN MARCH FIRST, TWO THOUSAND FOURTEEN, ADOPT REGULATIONS PROVIDING THAT USE OF ANY OF ITS FACILITIES TRANSPORTING PASSENGERS BE FREE OF CHARGE FOR PERSONS WHO DISPLAY AN AUTHORIZATION SHIELD AND IDENTIFICATION CARD EVIDENCING THAT THEY ARE CORRECTION OFFICERS OF THE NEW YORK CITY DEPARTMENT OF CORRECTION AND ARE PERFORMING THEIR OFFICIAL DUTIES OR ON THEIR WAY TO OR FROM PERFORMING THEIR OFFICIAL DUTIES.
