BILL NUMBER:S3016

TITLE OF BILL: An act to amend the education law, in relation to
providing the Yonkers city school district with additional
supplemental education improvement plan funds

PURPOSE: To provide the Yonkers City School District with additional
SEIP Funds totaling the percentage enrollment growth multiplied by the
District's Foundation Aid in the base year.

SUMMARY OF SPECIFIC PROVISIONS:

Section 1 of the bill amends Paragraph B of Subdivision 8 of Section
3641 of the Education Law, as amended by Section 29 of Part B of
Chapter 57 of the laws of 2008 to provide for additional SEIP Funds
based on the percentage increase in enrollment from the 2008-2009 to
the 2012-2013 school year multiplied by the District's total
Foundation Aid.

JUSTIFICATION: The Yonkers city School District has experienced
significant enrollment increases flora the 2008-2009 school year to
the current 2012-2013 school year. However, the State's freeze of
Foundation Aid funding does not account for this growth thereby
placing the District in the unfortunate position of having to educate
more pupils without additional funding from the State. This
legislation recognizes the increase of approximately 1,347 pupils, a
5.9% increase.

LEGISLATIVE HISTORY: 2010 - S.7189 Passed Senate 2011- S.1012 Died
Education Committee 2012 - S.1012A - Died Education Committee

FISCAL IMPLICATIONS: Approximately $8 million to the State.

EFFECTIVE DATE: This act shall take effect July 1, 2014.
