BILL NUMBER:S3247

TITLE OF BILL: An act to amend the mental hygiene law, in relation to
requiring the commissioner of developmental disabilities to define a
career path for direct support professionals

PURPOSE: To create a public workforce initiative to define a career
path model for direct support professionals

SUMMARY OF PROVISIONS: Section 1 of the bill adds a new section 16.39
to the mental hygiene law to require the commissioner, in conjunction
with national and state experts, to create a public workforce
initiative to define a career path model for direct support
professionals by blending best practice learning initiatives including
the University of Minnesota's College of Direct Support and New York
State Direct Support Competencies. The department will also conduct
for provider organizations one-day regional learning seminars on the
trend of developmentally disabled services toward competency based
training, the role and value of skill mentors, and facilitating direct
support professionals portfolio development.

Section 2 is the effective date.

JUSTIFICATION: New York State's system of services for individuals
with developmental disabilities has changed dramatically over the past
decades, from one that was institution-based to one which today
supports thousands of individuals in their home communities. With that
change has come an equally significant need for learning seminars on
the trends of developmentally disabled services toward competency
based training, the role and value of Skill mentors, and facilitating
direct support professional portfolio development.

LEGISLATIVE HISTORY: 2012: A10674 referred to mental health;S.7472-A
referred tc mental health and developmental disabilities and reported
and committed to finance

FISCAL IMPLICATIONS: To be determined.

EFFECTIVE DATE: This act shall take effect immediately.
