BILL NUMBER:S4048 TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to authorizing the issuance of distinctive license plates to auxiliary police or their spouses PURPOSE: This bill authorizes the issuance of distinctive license plates to members of an Auxiliary Police department or their spouses. SUMMARY OF PROVISIONS: This bill amends the vehicle and traffic law by adding a new section 404-x which authorizes the issuance of distinctive license plates for members of an Auxiliary Police department. The plate will bear the words "Auxiliary Police". JUSTIFICATION: Auxiliary Police are highly trained volunteer police officers charged with performing many duties including routine patrols, traffic control, and serving as the "eyes and ears" of the police department. They help to create the perception of police omnipresence and are empowered to make arrests in many different circumstances. These individuals are certified by New York State Division of Criminal Justice Services and provide an invaluable service to their local communities. This legislation recognizes the brave commitment that Auxiliary Police Officers have made to serving their community and their effort in combating crime and improving the quality of life for all residents.

SKELOS -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to authorizing the issuance of distinctive license plates to auxiliary police or their spouses THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The vehicle and traffic law is amended by adding a new section 404-x to read as follows: S 404-X. DISTINCTIVE PLATES FOR AUXILIARY POLICE. 1. ANY MEMBER OF AN AUXILIARY POLICE DEPARTMENT OR COMPANY IN THIS STATE OR THE SPOUSE OF SUCH MEMBER SHALL, UPON REQUEST, BE ISSUED A DISTINCTIVE NUMBER PLATE BEARING THE WORDS "AUXILIARY POLICE". PROVIDED, HOWEVER, THAT IF A DISTINCTIVE PLATE IS ISSUED TO A MEMBER OF AN AUXILIARY POLICE DEPART- MENT OR COMPANY PURSUANT TO THIS SECTION, NO SUCH PLATE SHALL BE ISSUED TO HIS OR HER SPOUSE. APPLICATION FOR SAID LICENSE PLATE SHALL BE FILED WITH THE COMMISSIONER IN SUCH FORM AND DETAIL AS THE COMMISSIONER SHALL PRESCRIBE, AND SHALL BE VERIFIED ANNUALLY BY THE APPLICANT. 2. THE DISTINCTIVE PLATE AUTHORIZED IN SUBDIVISION ONE OF THIS SECTION SHALL BE ISSUED UPON PROOF, SATISFACTORY TO THE COMMISSIONER, THAT THE APPLICANT OR THE SPOUSE OF THE APPLICANT IS PRESENTLY AN ACTIVE MEMBER OF AN AUXILIARY POLICE DEPARTMENT OR COMPANY. 3. A DISTINCTIVE PLATE ISSUED PURSUANT TO THIS SECTION SHALL BE ISSUED IN THE SAME MANNER AS OTHER NUMBER PLATES UPON PAYMENT OF THE REGULAR REGISTRATION FEE PRESCRIBED BY SECTION FOUR HUNDRED ONE OF THIS ARTICLE AND AN ADDITIONAL ANNUAL SERVICE CHARGE OF FIFTEEN DOLLARS.
