BILL NUMBER:S4781

TITLE OF BILL: An act to amend the election law, in relation to
requiring that political campaign mailing pieces are printed on
recycled product

PURPOSE: Recycling of campaign and political literature.

SUMMARY OF PROVISIONS: Section 1. The election law is amended by
adding a new section 3-111 to read as follows:

JUSTIFICATION: All political literature in New York State, whether
hand-billed or mailed, shall have affixed to it, the NYS-approved
recycling logo signified by three arrows in a triangular
configuration, and the following printed message: "This material is
recyclable It can, and should, be recycled after use. It shall be
placed in a proper recycling bin or receptacle and properly disposed
of."

FISCAL IMPLICATIONS:

EFFECTIVE DATE: This act shall take effect immediately.

AN ACT to amend the election law, in relation to  requiring  that  poli-
  tical campaign mailing pieces are printed on recycled product

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The election law is amended by adding a new  section  3-111
to read as follows:
  S  3-111.  RECYCLING  OF CAMPAIGN AND POLITICAL LITERATURE.  ALL POLI-
TICAL LITERATURE IN NEW YORK STATE, WHETHER HAND-BILLED OR MAILED, SHALL
HAVE AFFIXED TO IT, THE NYS-APPROVED RECYCLING LOGO SIGNIFIED  BY  THREE
ARROWS IN A TRIANGULAR CONFIGURATION, AND THE FOLLOWING PRINTED MESSAGE:
"THIS MATERIAL IS RECYCLABLE. IT CAN, AND SHOULD, BE RECYCLED AFTER USE.
IT  SHALL BE PLACED IN A PROPER RECYCLING BIN OR RECEPTACLE AND PROPERLY
DISPOSED OF."
  S 2. This act shall take effect immediately.
