BILL NUMBER:S4806

TITLE OF BILL: An act to amend the environmental conservation law, in
relation to expanding the yearling buck protection program to include
additional wildlife management units

PURPOSE: To expand the yearling buck (Whitetail Deer) protection
program, currently undertaken in parts of Sullivan, Ulster, and Orange
Counties, to Wildlife Management Units 7M and 7P, in Broome, Chenango,
Cortland, and Madison Counties.

SUMMARY OF PROVISIONS: Provides that taking of antlered deer shall be
prohibited in WMU 7M and 7P, except when an antlered deer is taken
with at least one antler with at least three points; each point must
be at least one inch measured from the main antler beam.

JUSTIFICATION: This will protect the majority of yearling bucks, 1.5
year old bucks with their first set of antlers, in the Broome,
Chenango, Cortland, and Madison County areas from harvest. This allows
them to get older which means hunters see more bucks and harvest
larger bucks.

LEGISLATIVE HISTORY: New legislation.

FISCAL IMPLICATIONS: None.

EFFECTIVE DATE: Immediately.

AN ACT to amend the  environmental  conservation  law,  in  relation  to
  expanding  the  yearling buck protection program to include additional
  wildlife management units

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Subdivision  3  of  section  11-0914 of the environmental
conservation law, as added by chapter  486  of  the  laws  of  2011,  is
amended to read as follows:
  3.  Wildlife  management units. These restrictions shall only apply to
WILDLIFE MANAGEMENT UNITS 7M  AND  7P,  AND  that  portion  of  wildlife
management unit 3A south and west of state route twenty-eight.
  S 2. This act shall take effect immediately.
