BILL NUMBER:S5025 TITLE OF BILL: An act in relation to directing the New York city transit authority and the metropolitan transportation authority to report to the governor and the legislature on transportation service reductions and eliminations occurring since January 1, 2008 PURPOSE OR GENERAL IDEA OF BILL: This bill requires the NYCTA and the MTA to report to the legislature and the governor on all transportation service reductions and eliminations since January 1, 2008. The bill spells out that the report shall include actual revenue savings as compared to anticipated savings for each route; the cost to fully restore each such change; a detailed plan for full restoration or a detailed plan for equitable restoration of subways, buses and commuter rail that substantially mitigate the impacts of the cuts and eliminations and fairly restores services through all neighborhoods and regions. The report is due to the governor and the legislature on or before December 31, 2013. JUSTIFICATION: This report will provide a clear picture of the service cuts and eliminations of transportation services in the MTA region since January 1, 2008. It should highlight inequities in how these cuts and eliminations targeted certain neighborhoods and/or regions of the MTA region and provide the Governor and the Legislature a clear

GOLDEN -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT in relation to directing the New York city transit authority and the metropolitan transportation authority to report to the governor and the legislature on transportation service reductions and elimi- nations occurring since January 1, 2008 THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The New York city transit authority and the metropolitan transportation authority shall report to the legislature and the gover- nor on all transportation service reductions and eliminations occurring since January 1, 2008. The report shall include the following informa- tion: a. All bus, subway, and commuter rail service reductions and elimi- nations occurring since January 1, 2008, broken out by route; b. The number and geographic breakout of all customers impacted by such service reductions and eliminations, for each route; c. The actual revenue savings versus the anticipated savings from such service reductions and eliminations, for each route; d. The costs to fully restore such service reductions and elimi- nations, for each route; and e. A detailed plan for full restoration of services that have been eliminated or reduced since January 1, 2008; or, alternatively, a detailed plan for equitable restoration of subways, buses, and commuter rails that substantially mitigates the negative impacts of such service reductions and eliminations and fairly restores the services across all impacted neighborhoods and regions. S 2. The report shall be delivered to the governor and the legislature on or before December 31, 2013. S 3. This act shall take effect immediately.
