BILL NUMBER:S6564

TITLE OF BILL: An act to amend the education law, in relation to delay-
ing the implementation of regents examinations based on the common core
state standards until the 2018-2019 school year

PURPOSE:

This legislation would delay the implementation of the regents examina-
tions based on the common core standards until the 2018-19 school year.

SUMMARY OF PROVISIONS:

The education law is amended by adding a new section 208-b to delay the
implementation of the regents examinations based on the common core
standards until the 2018-19 school year.

JUSTIFICATION:

Altering the current Regent Exams to match Common Core standards and
testing principles for current students could have a serious impact on
student's futures. It is unfair to ask teachers to administer and
students to take a test on curriculum they have not been given the
opportunity to master.

If a change to the Regents Exams is necessary, it should be done no
sooner than the 2018-19 school year.

It is unthinkable to experiment with the future of students who are
preparing for the next step in their education, journey. To place them
at a competitive disadvantage and force them to take a test that they
are ill prepared to pass is contrary to the educational mission of New
York State.

This legislation will allow both students and teachers the proper time
to master the skills necessary for success.

EFFECTIVE DATE:

This act shall take effect immediately.

AN ACT to amend the education law, in relation to delaying the implemen-
  tation  of  regents examinations based on the common core state stand-
  ards until the 2018-2019 school year

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. The education law is amended by adding a new section 208-b
to read as follows:
  S 208-B. COMMON CORE STATE STANDARDS INITIATIVE.  NOTWITHSTANDING  ANY
PROVISION  OF  LAW  TO  THE CONTRARY, THE DEPARTMENT SHALL NOT IMPLEMENT
REGENTS EXAMINATIONS BASED ON THE NEW YORK STATE P-12 COMMON CORE LEARN-
ING STANDARDS (CCLS) DEVELOPED BY THE COMMON CORE STATE STANDARDS INITI-
ATIVE UNTIL THE TWO  THOUSAND  EIGHTEEN--TWO  THOUSAND  NINETEEN  SCHOOL
YEAR.  ANY ACTION TAKEN TO ADOPT OR IMPLEMENT REGENTS EXAMINATIONS BASED
ON THE COMMON CORE STATE STANDARDS PRIOR TO THAT SCHOOL YEAR ARE VOID.
  S 2. This act shall take effect immediately.
