BILL NUMBER:S6570 REVISED 2/12/14

TITLE OF BILL: An act to amend the education law, in relation to
requiring all text-books to reference the Sea of Japan as also the
East Sea

PURPOSE: The purpose of this bill is to recognize the growing
international use of multiple names for the body of water between
Japan and Korea, by using two accepted names in school textbooks.

SUMMARY OF PROVISIONS: Section 1 adds new section 706 to the Education
Law. It requires that all new textbooks approved for use in the state
that refer to the Sea of Japan indicate that it is also known as the
"East Sea."

JUSTIFICATION: The names "East Sea" and "Sea of Japan" have disputed
origins. The National Geographic Society has included both names on
its maps since 1999. This bill would align New York's textbooks with a
growing, international movement to recognize both names as acceptable.

LEGISLATIVE HISTORY: New bill.

FISCAL IMPLICATIONS: None.

EFFECTIVE DATE:This act shall take effect immediately and apply to any
textbooks issued on and after July 1, 2014
