AN ACT to amend the vehicle and traffic law, in  relation  to  requiring
  driver responsibility assessments to be assessed and billed to a driv-
  er  within  three  years  of  the  date of the traffic infraction that
  resulted in the assessment

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Subdivision 4 of section 503 of the vehicle and traffic law
is amended by adding a new paragraph (e-1) to read as follows:
  (E-1)  ANY  DRIVER  RESPONSIBILITY ASSESSMENTS IMPOSED PURSUANT TO THE
PROVISIONS OF THIS SUBDIVISION SHALL BE ASSESSED AND BILLED TO THE DRIV-
ER RESPONSIBLE FOR THE ASSESSMENT WITHIN THREE YEARS OF THE DATE OF  THE
TRAFFIC INFRACTION THAT RESULTED IN THE ASSESSMENT.
  S  2. This act shall take effect on the first of January next succeed-
ing the date on which it shall have become a law.
